As a Delawarean, yes. New Castle County is dominated by Wilmington and is very urban and suburban. It’s where the bulk of economic activity lies and has far and away the highest population and population density. Kent and Sussex counties are much more rural, and have a Tidewater south quality to them which New Castle does not. These places have lower populations, are less dense, and economic activity is much more dependent on tourism (from beach towns on the Delaware Bay mostly) and agriculture. It’s a little bit like if you bolted Philadelphia onto rural Oklahoma’
